Keep dogs on their leads

Why do dog owners, who would never think of throwing a ball for their pet to chase on the open road, believe it is acceptable to do so on paths that are that are shared with cyclists?

In a collision the bicycle would probably not cause much harm to the dog, but the damage to the cyclist and the bike would be substantial.

Speaking from personally witnessing such an occurrence, I plead for dog-owning readers to follow the Highway Code, rule 56, and have their pets under control by keeping them on a short lead.
