Why is it paid out of council tax?

I READ (News Post Leader, letters, August 4) that the county council has been made to pay £21,764 in fines and court costs because of a serious breach of health and safety rules.

An earlier edition carried details of the responsibility allowances given to councillors.

Can someone from the council explain why this money is coming from council tax when councillors have been paid to be responsible, and if they are not, what are they getting it for?
